Publish to public web - Publish does nothing

I have publish to web enabled in the tenant settings.

I open a report and click File \ Embed Report \ Publish to Web (Public)

I click Create embed code on the dialog box.

The next dialog box pops up and I click the Publish button. For a very very brief second, text pops up on the dialog box that says "Creating a code...". The text disappears really quickly.

Nothing further happens. I sat on that dialog box for awhile, but it never pulls up the success screen with the HTML code.

What step am I missing?

Dataset did not reside in the same workspace of the report.

Do you have any add blockers or privacy addins? I am finding those interfer with some MS portals. I see it often in Power Automate. If you do, either disable them, or whitelist the Power BI sites.
