is it correct, that somebody who don't have edit rights in a group can still publish reports in it? Can I take that right in some way?

Admins can always modify content (publish into the group) in the group. Members can only modify the content when you change the privacy setting to “can edit”.

But you understood, that he is not admin in the group? He is only member in the group, but Office 365 and Power BI Admins. So all Office 365 and Power BI admins can publish in every group. Correct?
Is that, because the Power BI group is also always a Office 365 group?

Can you see this Office 365 admin account in your group members while you view group in PBI Service? Is this group created by your account?

Yes I can see his admin account in the group members and yes, I was the one who created the group.
The setting was correct, but I checked with IT and the user who published into my group is Office 365 and Power BI Admin. Could that be the reason, why he was able to publish to my "only view" group?

If you set the privacy setting to “Members can only view Power BI content”, group member will not be able to publish to this group workspace as below.
