Publish not updating FILTERS

When updating an already published report and trying to publish it again, it seems to not take the 'Filters on this page' I have set up in the Desktop. Any ideas why this would happen? Thanks!

According to your description,Do you save the changes and publish to the same workspace and replace the original report?

Hi, I experience this issue quite often. Save and publish with replacement of the report doesn't help. 
Once report is published any changes in filtering are not updated
