Promoted and certified datasets

I just wanted to ask a quick question.

 

I understand the difference between to two. Definitely with certified, you can add a document to explain how to get the data set certified which means that your data set has been through a review.

 

But Im trying to explain the reason behind promoting your datasets? Can anyone give me a reason behind allowing certain people to Promote or Certify datasets?

Promoted datasets are really for places that have a culture of grass roots data analysis or self-service BI. Doesn't work in all environments.

Is there any info out there that gives you a specific route to knowing when to promote and when to certify. Im still unsure how I would explain this to someone?
