is there any possibility to prohibit the manual datarefresh of a certain dataset within a workspace?
My users need to be "Members" as they must be able to refresh certain dataflows manually.

Unfortunately based on my understanding users having Member access on workspace can refresh any dataflow and dataset and you cannot restict the it.
In case if there is a need for some users to refresh dataflows only, I would say you can create power automate job/ ADF jobs to trigger the refresh and give the users access on those jobs and viewer access in workspace.
