We are running into issue installing on-premise gateway on a new server running Windows 2012 R2.
Below is the error from the log:
CustomAction StartServiceToCreateUser returned actual error code 1603 (note this may not be 100% accurate if translation happened inside sandbox)
Action ended 12:34:16: StartServiceToCreateUser. Return value 3.
Our service account has admin privilege on the server, and we tried Running as Administrator to no avail. Has anyone run into the issue and has a solution?

Update:
I followed the suggestion of other posts and added NT SERVICE\ALL Services as an administrator on the server, and was able to install the enterprise gateway successfully without issue.

Have you installed old version before? If you have, you should uninstall the old version completely before install the latest version. In addtion, sometimes you should restart the server to make on-premises data gateway be installed completely.

This was a brand-new server and brand-new installation. Also, I did try re-starting it to no avail.
