Premium Capacity Health all at 0 percent

we have 2 P1 , Capacity ...  All 8 cores of each are assigned to 1 Capacity Name ...   

When we look at health they are showing all zeroes today ... and we can not use Text Analytics since it says no Premimum workspaces are available.  

I am on both capacities ..

This looks fine ... We are in GCC , and can not use this app ...  But we are also having problems in Non Prem Space with things erroring out with Memory Issues ... Working with Microsoft they are saying another tenant have a data model that is bringing us down ...  We are going to finish this ticket and then bring up the Premium Health and not being able to use Text Analytics .. .we want to make sure it is not related ... Microsoft says it is not related ... But we want to solve one problem at a time ...

@v-luwang-msft  Opened a ticket with Microsoft ... they say another Tenant in GCC is reporting the same thing .. of the 0% ...  So we will see what they say ...Hopefully it is related to the Text analytics not working also
