I have three PowerBI pro licenses for the development of dashboards, but a few of these dashboards we would like to put on our public website to interact with. Nothing internal need other than my three PowerBI pro licenses, and nothing external other than viewing and dashboard interaction, no "desktop" web functionality. What license is needed to do just this?

According to your requirement, you want to have viewing and dashboard interaction authority. Free users can do it. However, if your workspaces are in shared capacity, free users only have access to content in ”My Workspace”. If you want to share content with free users, you have three ways:

hi @Razorbx13 - you do not need any specific license to publish data to web - just need to ensure that you do not have any senstive data when you publish to web.
You can refer to the below Microsoft documention regarding publishing reports to web

Also you do not need a pro license if all you are doing is publishing to web.
