Power Bi Premium Capacity Create fails and uses a core

When creating Power BI capacities and you encounter a failre which states to retry again later.  The actual failure consumes however many cores you were allocating and does not give them back (at least not in 24 hours), seems to require a support call to get the unused cores back.

Turns out you can delete a failed capacity, even though it has no name.  Click the GearTool icon and choose delete.
