Already check both side between on-premise and power BI service but still cannot refresh data -->

1) to check service at on-premise still running
2) in power bi servic, it is online.
please suggest on this..

I forgot to update this issue, it is solved now by removing the cluster gateway and rebuilt it. Afterthat it works.

It Seems network issue with your your gateway server, Please make sure your Gateway server has consistent internet connectivity
Would suggest to enabble additional logging in your gateway and attache with support request Support | Microsoft Power BI

I don't know the questioner, but just wanted to share that I started experiencing the exact same error around about the same time. Restarting the gateway allows the refresh to proceed successfully for a 1-3 minute window, but after that, it fails again with the same error message.

I forgot to update this issue, it is solved now by removing the cluster gateway and rebuilt it. Afterthat it works.
I just found today after re-updated the power bi gateway in the server and it seems be ok after that when the refresh schedule is running then the error ocurred.
Try refreshing manually now and see if you get error.
I did it as you mentioned but still got error.
