Power BI gateway - allow user to add DS but not remove gateway???

I have an on prem gatway that has been in operation for about 6 months.  I need other users to be able to create data sources in the gateway so they can refresh their data sets.  Based on documentation I added them as 'Can use' within the data section of Powerapps.  It is my understanding that this should allow them to see the data gateway and to be able to add a data source to the gateway but not delete the gateway.  However, after I assign this, they only see a white screen that says 'you dont have any data gateways'.  I can add as gateway admin but this will allow them to 'remove' the gateway it looks like.  I want them to be able to create a data source but not be able to delete the gateway.  Is there any way to set up security so a user can add a data source, use existing data sources, but not have the ability to delete the gateway?   Any guidance would be helpful.

@ReneeR In Power BI, the user needs to be an admin in order to create datasources. At this time, it also comes with the ability to delete the gateway. In my testing, while the gateway is recognizable in both Power BI and Apps, the data sources and connections do not show up in both places, probably due to the difference in how they are implemented.

Not ideal right now.
