Power BI em sku and its use with a gateway

My company is looking to have the ability to have a few individuals be create Power BI reports (using "pro" licensing) and have a much larger amount of people be able to view these reports. The catch is that the premium subscriptions (P1, P2, etc.) are not within the budget.

 

(1) I am wondering if anyone can help explain the premium em SKUs limitations and whether it would be possible to use this with an on-premises gateway so that users without a "pro" license can view the reports when the data is refreshed in the power bi service.

 

(2) Lastly, is there a way to have these dashboards update in the power bi service as well be updated in a report that is embedded within teams when a scheduled refresh is applied to the dataset/report.

#1. Power bi gateway is free to use, users only need to sign in their account on gateway to add gateway to their account. 

BTW, share features are required pro or above license, if your report not contains any sensitive data, you can consider to share them by 'publish to web' feature: (it not require pro license)

#2. If you configure scheduled refresh on your dataset, embedded contents will get refreshed data from dataset.
