Power BI Shared Tenancy for Azure B2B scenario

As an ISV I would like to serve my customers by providing access to their respective BI workspace and reports.
All users from respective customer's Azure AD would be invited into my BI tenancy as Guest users.
All users will come with Power BI Pro/PPU licenses to consume the BI content.
Can this be considered as in line with Azure B2B and Microsoft Power BI licensing policy?
