Power BI - SharePoint - Guest Users w/Out Pro

I am hoping someone can help me with the following. While I have found somewhat partial answers to this online, I can't seem to get this to work. 

 

  • I have a Premium Per User license and have created a Workspace that is labled as "Power BI Premium Per User contet".
  • The Power BI report I have publilshed to this workspace uses Role Level Security
  • I have added a Guest User to my Azure Active Directory.
  • I have changed the Export and Sharing Settings in Power BI to Allow Azure Active Directory guest users to Access Power BI
  • I created a SharePoint Team site and have added my guest user to the site
  • From Power BI selected to Embed my report to SharePoint online and copied the code
  • I placed the code on a SharePoint Page and on the admin side I see the page without issue. 
  • When the guest user looks at the page it is asking them to upgrade their account to Pro

I believe I have set everything up right and according to this article: https://docs.microsoft.com/en-us/power-bi/enterprise/service-premium-what-is it states that I should have the, "Ability to share Power BI content with anyone (even outside your organization) without purchasing a per-user license"

 

What am I doing wrong. I want to be able to share Power BI to guest users that do not have a Power BI Pro within a SharePoint site I give them access to and I just can't seem to get it to work. Feedback on whether this is possible or what I need to change/update would be greatly appreciated.

The following statement applies to workspaces with Premium capacity, not to PPU: "Ability to share Power BI content with anyone (even outside your organization) without purchasing a per-user license". Otherwise it would defeat the purpose of per-user licensing! This is confirmed in the PPU page where "unlimited distribution" is unchecked:

What you want to do is not possible outside of Premium capacity. You could provision PPU or Pro licenses (depending on the workspace's settings) for your guests via AAD B2B, but that will work only in the Power BI service, not with a SharePoint embed.  See:
