Power BI Pro vs Free questions

I have a few questions regarding license change for Power BI that happens on June 1st. I was wondering if anyone could help?

Q1. Scenario: We create dashboards from excel files in which then we publish dashboards for users within and outside our organization. These users have the ability manipulate and interact with the data on the dashboards. So our question is do any of our current features we use require a pro license?

Q2.  If yes, would it require only the person creating and publishing the reports to upgrade to a pro license or would all users need to upgrade to view the dashboards? - We do not use any gateways, apps, etc.

Unless you are using "Publish to the Web" the act of sharing your reports will require every single person to be Pro. Creator and Viewer.

Power BI Premium or Power BI Embedded will offer an alternate to this.
