Power BI Pro confusion (I can create an App Workspace)

Im currently very confused over the Power BI Pro License 

 

Im working for a company with Power BI Premium. From everything I have been told, you still need a Power BI Pro Licence to Develop.

 

I have just checked in Azure and not only do I not have a Power BI Pro License but I dont even have a Free license within their directory.

 

My Assumption was, with a Pro License You can create an App Workspace and publish to that App Workspace

With A free License you can only publish to My Workspace and you cant share with anyone.

 

However, I can login to the Power BI Service and Create a Workspace. This is very confusing since I dont have Power BI Pro.

 

Can someone explain why this is something I can do? Also No no one seems to have a Pro license. they all have Free licenses. For me, this means that no one can develop and allow other users to look at their reports and dashboards. this has confused me further because there are 3 Apps I can download (All shared at organisation level) How is this possible without power BI Pro Licenses?

Well that was interesting. 

 

It allowed me to create an App workspace but then you get an error Something Went Wrong. Couldnt create the App Workspace. 

 

It would be nice if the message said Something went wrong. couldnt create an app Workspace because you do not have a Pro License but at least thats something

Hi @DebbieE ,

 

It seems like an abnormal and weird behaviour, we test with member user and guest user without Power BI Pro licence, but all of users got a message "need to upgrade to power bi pro" when try to create an app workspace.

Does the shared button or other feature need pro license also output the error message instead of "need upgrade pro license"?
