I have some questions about Power BI Pro capabilities and its accessibility for people who do not have a pro license.
1) Are row-level security features available without pro licenses?
2) Is there a way to publish data visualisation with drilling up/down capabilities for non-pro users?
3) What are some of the limitations for sending out data with pro features to a non-pro user?

1) Are row-level security features available without pro licenses?
No. You do not need to have a pro license.
2) Is there a way to publish data visualisation with drilling up/down capabilities for non-pro users?
You could publish your data to web to share with your non-pro users:

Or make your report in premium capacity:
https://docs.microsoft.com/en-us/power-bi/service-premium-what-is
3) What are some of the limitations for sending out data with pro features to a non-pro user?
If the uses do not have a pro liscense, you only could share the report by the solutions in the above answer, otherwise they could not see any content. And you may refer to below link:
