We recently upgraded to Power BI Premium P1.
It seems that only Pro users are able to access reports within the Service.
When users without a Pro license try to access the reports they are either asked to upgrade or use a free trial.
Is there a setting I am missing which gives access to all the members of staff?

Have you assigned the workspace to a Dedicated capacity? Not all workspaces under your account are in the Premium capacity, we need to assigne the workspace to a Dedicated capacity as mentioned in https://docs.microsoft.com/en-us/power-bi/service-create-the-new-workspaces.
Only reported created in the Premium capacity can be shared with the people without Pro license.
