I have a question about using the Power BI Premium License in Teams.
This is regarding users without pro licenses
Can you share the reports through an app and users can view in Teams using the Power BI App in teams to view or does it have to be embedded in a team as a page?
Or do you have to share the report and all users have viewer rights? If this is the case can users view in Teams using the Power BI App in teams to view or does it have to be embedded in a team as a page?

Could you tell me the users you want to share are internal user or external user?
Firstly, Power BI App in teams is like service live inside Micorsoft Teams.
If you want to share with internal users(users in your organization), you can try to add them as a member into the workspace with the reports you want to share. Then they can add Power BI App into their Microsoft Teams. Make sure your workspace is in Premium capacity.
Note: Only the P Premium SKU gives free users the ability to consume content hosted in the Premium capacity
They can read the reports by the permission you give them in workspace like they are in Power BI Service.
However external user can only open Power BI App in their tenant, so they couldn't see the reports like internal users.

If you want to share with external user, try to add them as guest user in your tenant.
Then embed report in the Microsoft Teams channel.
Make sure the guest users have access to the reports.
