Power BI Premium - Configure workloads is not available.

Hello, 

 

We have a Power BI Premium capacity with P1 SKU and we want to enable Paginated Reports. When I checked Capacity settings, I don't see "Workloads" section under More Options.

Any suggestions? What could be the reason?
