Power BI Personal Group - How do they get created?

Looking for some general information on what creates a Personal Group (a.k.a My Workspace).  I am guessing something in the Azure Portal triggers this creation for any new Enterprise users?  So far we've been able to identify these triggers

• New Yammer Group
• New Sharepoint Site
• Outlook Shared Mailbox

Anyone think of any other events that might cause these Personal workspaces get created?

My guess is any new user created with Power BI account will trigger the creation of My Workspace, that also include  any external users invited to your organization guest AD.
