Hi @Anonymous ,

As microsoft states:

"Premium Per User (PPU) is a new way to license premium features on a per-user basis, and includes all Power BI Pro license capabilities, along with features like paginated reports, AI, and other capabilities that previously were only available with a Premium capacity. With a PPU license, you do not need a separate Power BI Pro license, as all Pro license capabilities are included in PPU."

Hi , @Anonymous

Premium Per User (PPU) is a new way to license premium features on a per-user basis, and includes all Power BI Pro license capabilities, along with features like paginated reports, AI, and other capabilities that previously were only available with a Premium capacity.

The content of the Premium Per User (PPU) workspace can only be seen by people with a PPU license.Pro licenses can have the ability to create workspaces and share, and the content shared by Pro licenses needs to be seen by people with Pro or PPU licenses.

You can determine whether you need to open the PPU license according to your actual usage needs.

Hi @Anonymous  - I think it important to understand that when something is published in PPU capacity it can only be viewed by other PPU licenced users.  So if you are using a premium feature like paginated reports, you won;t be able to share it with Pro licence users.

From a licencing point of view, you should have both.  Refer to this blog from @GilbertQ - Checking your Power BI Pro or Power BI Premium Per User licenses could save you money! - FourMoo | Power BI | Data Analytics
