Power BI Load Test

We are working on a power Bi with 10000+ users, with the possibility of 1000 concurrent users in some instances. The report is in import mode with 30+ visuals on a single page. 

 

My question is - 

  1. Which power BI plan should be useful? Will Premium per user be enough? or would I need a Premium license? If so, then what capacity Premium license do you think I would need?
  2. How do I load test by creating a scenario of 1000 users using the tool at one go?

As for a load test, this is one article about that;  Power BI embedded analytics assess load for capacity planning - Power BI | Microsoft Learn

 

if you are going to have 10,000 users then Premium would be the more cost effective license instead of trying to use PPU. Plus, if you are going to be having large data reports and items like Paginated reports the Premium Capacity will probably be more effective for you as well.
