I know Power BI gateway cannot be installed on a Linux server. So what is the workaround if you have an Oracle DB on a linux server?

You can still install the gateway on a server or VM that has windows, it will just need to be able to access the Linux server where the Oracle database resides
We have the same scenario as you
We installed the gateway and the oracle client on a VM
We followed the article below to install the oracle client

Power bi gateway not required to install on device that host the database.
For your scenario, you can install gateway client on a device(not a domain controller) that hosts in same domain and confirm it has enough permission to access to Linux device and oracle database.
Notice: it should use the same credietnal that you use in power bi report, otherwise refresh not works due to data source configure on the gateway not matched with report dataset.
