Power BI Free User in Premium Capacity

If my organization has Power BI Premium Capacity, do all O365 members who only wants to have read only access to reports have to sign-up to Power BI as free user?

 

Ex. We have 500 people in the company and 5 of those are admins or people with Pro licenses. Do the 495 people need to sign up individually in order to access to Power BI reports?

They just need to log in with their office 365 account.  On the Power BI page they can simply sign-in and the free license is assigned to them.  From there they can view any reports or apps shared with them.  They can also publish their own reports into their own personal workspace (although they cannot share them out).
