Power BI Embedding Included in Premium SKUs?

Does Power BI Embedded come with the Power BI Premium SKUs?  The reading I have done makes me think that Embedded does not come with Premium and it is an additional monthly expenditure on top of Premium.  We are thinking of exposing some PBI reports/dashboards in a company site that is used by internal employees and external clients' employees.  We are trying to determine if one of the Premium SKUs would be enough or if we would need to use Embedded as well.  The external clients' employees may or may not have a PBI license.

Thank you Gilbert.  I don't think I worded my question correctly.  Also, it looks like the auto suggest thread feature changed my post title.  Is "Power BI Embedded" included with the Power BI Premium.  I know we can use REST APIs with Power BI Premium but from my reading "Power BI Embedded" is for use cases with large external user bases.  Hopefully this makes more sense.
