Power BI Admin Portal - Usage Metrics Dashboard Consists of Only Whitespace

We have multiple workspaces with reports in each.  I know our reports are looked at b/c reviewed each individual report's usage metrics (from within workspace) but the admin portla 'Usage Metrics' dash appears as below, completely white.  No error messages or anything, just nothing in it.  Is this an access issue?  Something else?
