Pinned tiles from a report do not "Go To Report" when clicked

I have a dashboard with pinned tiles from 4 different reports within a workspace (along with one pinned live page).

For 3 of the reports, tiles or live pages pinned from them work as expected - clicking on the tile goes to the report. But for the 4th report, no matter which tile I pin, the "Go To Report" functionality (either just clicking on it, or going to ... -> Go To Report) does not work.

Is there a setting I should look at for the misbehaving report?  All of the reports were built on the July 2019 version of PBI Desktop.

And not 30 minutes after I posted for help it started working. Must've been something transient.
