I am trying to pin the filters pane in the editing view to the dashboard in power bi service. The report runs really slowly when I use slicers imported from marketplace but run well using the page level filters. Is it possible to pin the filters pane to the power bi dashboard for better filtering?

It is not impossible to pin slicer to dashboard.As a workaround, you could pin entire report page which contains slicer to your dashboard by selecting "Pin Live Page". This way, you can use the slicer to filter all tiles within the same report page.
