I have 2 persons in my organisation which have been issued a pro-license and they also signed up for the free user.
When logging in they see the dashboard icons but once clicking it they get the notice they need to signup for the pro version, so they can't watch the dashboard content. When clicking manage embed codes I notice they are free user.
The odd thing many more users have this configuration but at their workpkace it works. Does someone recognize this behavior and knows how to solve it?

It seems that office 365 education E3 license does't contain Power BI. Did you buy Power BI independently? Or maybe you ran out of licences. Or sign out first then sign in again. This is just for troubleshooting. It's odd anyway. Please feel free to post here.

@Anonymous Are you sure they are signing in with the same or correct UPN (email) that you assigned the Pro license to?
Hi eno yes this is right. We us "add-on for faculty" license on top of an office 365 education E3 license.The add-on is similar to pro and would give you a pro-user notice when choosing embed codes.
@Anonymous Hmm. Sorry, I'll bow out here. I don't know anything about the education licensing or how it should work.
