Hi  @Fonchongo ,

When your app is in a workspace that is not in the Power BI Premium capacity, both the creator and the recipient must have a Power BI Pro or Premium Per User (PPU) license.

If in Power BI Premium capacity, Free users can also view, but cannot copy or create reports.

There is no need for the user's permissions in the workspace, because you have given the relevant permissions to this user by default under "Allow everyone who has app access to" in the App's Permissions window:

You can also use planned invitations to turn accounts of different organizations into guest users, and then pull them into the workspace.
