Is it possible to create partitions in Power BI without using XMLA Endpoint?
We are using a Gen2 capacity where this is not (yet?) enabled

Short answer, No.
First of all, the dataset in the powe bi service, it is actually a model similar to the sql server analysis service.
So you want to modify this model, create, edit and merge. Create, edit, merge and delete partitions for the deployed model programmatically by using the partition dialog in SSMS, by executing a Table Format Scripting Language (TMSL) script, or by using the Table Format Object Model (TOM) or third party tools.
However, the models in the Power Bi service are only stored in premium capacity, with the ability to be modified provided via XMLA endpoints. So only the premium (like Gen2) can Partitions.
