I need to design a report with non standard fonts. I can add them to my dev box as they are Windows fonts. Specifically it is Encode Sans Semi Expanded. But looks like the exported to PDF version on powerbi service replaces it with Arial. Is there a solution for that problem?

Also how would I know what fonts are actually supported?

In fact, as you mentioned, it is now a limitation of power bi, you can vote for ideas proposed by others and add your comments there to make this feature roll out faster:

The theme that comes with power bi may not be the default font when exported to PDF, but the custom theme is still the default font
