Page Navigation Buttons not working on initial load in Published APP

I have a set of navigation buttons that are set to a bookmark group.  The buttons render correctly in the desktop and in the service workspace as a report.  When the report page gets published as part of an app, the buttons will loose their association with the current report's bookmarks.  This happens every time that I open the 'App' .  The navigation buttons do not correct themselves by either the reset to default or refresh visuals buttons in the PBI page header.  If I click the browser refresh button, the nav buttons will display correctly.  This happens in both Chrome and Edge.

 

The below images are what I see in the Published App, 

 

Initial App load displays a single button,  the bookmark description is from the first report found in the within the Published App

After the browser refresh, the nav buttons display as expected, 5 buttons, correctly labeled.

Update,

If I move the report to the first postion in the Service's Navigation Pane, ie where the Published App starts when it opens, my Navigation buttons render correctly at load. It looks like what ever is in the top position at load is used for the nav buttons until a browser refresh is encountered.

Hi  @dbartel ,

After my test, the Page Navigation Buttons on my side can be displayed normally without refreshing whether it is in the first or the back position in the APP.

Service version 13.0.17535.37

Interesting.  My app is running in Service version  13.0.17576.29  which is a few back from yours.  I tired the app again today, with the same results.  We will have to wait to see if it is resolved when my service gets updated to at least your version.
