Hi all,
so in the newest MS documentation regarding the PBI service new look, item 2 is the new "report details".
This shows the Last Updated Date, or as explained very briefely:
"See details such as last refresh date"
My questions -
what does it mean "Last Updated Date"?
1. Which timezone? is it local and changes for each user's browser setting? Is it always UTC?
2. Is it the last time the report was uploaded to the service? Is it the last dataset refresh in Analysis Services? Is it the last time someone hit refresh?
The short explanation by MS is lacking in very basic information.
If someone has an answer, can you please also refer to the place you gained that information from?

#1, AFAIK, power bi service does not do analysis/transform based on your region or IP address and it always shows as UTC DateTime. So 'the last refresh DateTime' should mean UTC DateTime.
#2, The refresh you means is the detail information of reports, so it means report refresh date time and it will comply with the rule of normal report refresh. You can refer to the official document 'data refresh in power bi' to know more about refresh in power bi service. Data refresh in Power BI
