I am experiencing the same error descirbed in this post. However, the second of the two options to fix the issue (Enable the checkbox Allow user's cloud data sources to refresh through this gateway cluster) makes no difference.
Is there an alternative way I could merge on-premise and cloud data which would cicumvent the error as we are at a loss as to how to fix the issue.

Issue resolved by creating a Dataflow to cache the contents of the SQL DB (via an on-premis gateway) then consumed this data source in the Power BI report.
Thanks for the suggestion. The credentials are set correctly bu the error is still occuring. I would like to avoid having to copy the on-premise DB to Sharepoint if at all possible.

If you enable the checkbox Allow user's cloud data sources to refresh through this gateway cluster in the gateway configuration, you need to configure for the cloud source under the Data source credentials in the dataset settings.
Currently, there is no better alternative. If you can, you can turn cloud data and local data sources into the same data source.
