We have a PBI Gateway cluster configured as 'Test1Cluster'
The 'Test1Cluster' has issues , is it good idea to re-configure the cluster or add New cluster and change the PBI Gateway cluster to new one.
My worries is re-configuring might impact the PBI Gateway cluster pointing to 'Test1Cluster'
Pls suggest best away to avoid sevice disruption.

You can consider to use powershell to manage your gateway cluster, manually remove gateways from current cluster and add them to new cluster.

The gateway object id which you displayed is the primary gateway which host the cluster. As document mentioned, you need to remove this after remove other gateways.
Sample:
Remove -OnPremisesDataGateway -CluserObjectID xxxx-xxx-xxx123 -GatewayObjectID 1233-299292
Lets you remove a gateway instance from a cluster - note that the primary gateway in the cluster cannot be removed until all other gateways in the cluster are removed.
