Onwer of report left the company

We had an report created leave the company recently, when he shared his report he uncheck the box "Allow recipients to share your report" and only granted read access. Since his departure we are having difficulty sharing his report with other users. I have tried having those who have permission to the report download the .pbix file (I do not have permission to this report) and I have tried using powershell to take ownership. Has anyone has this experience and know a way to get this report?
