Not all users with access to the app are shown in the update app, permissions page

After giving users access to an app, not all users that where given access are shown when I go to update the app. Here is a step by step procedure of what I did:

1. Start to create an app in a workspace including one report.

2. During the creation in the Permissions tab, select the Specific individuals or group radio button.

3. Add users.

4. Create the app.

5. Access the app to ensure it is working.

6. Go back to the workspace and click the Update app button to update the app

7. Go to the Permissions tab.

8. The textbox where I added the users shows no users or only some of the users (see picture).

I would expect that the users that were given access to the app would show in the textbox in the Access settings in the Permissions tab (see image). However, this is not the case. Is this a bug? How can I see the users that have access to an app?

Sounds like something you should open a ticket with Microsoft. Does this happen to all worksapces, or just this one? Are you the workspace admin?

Yes, I opened a ticket already, but I was wondering if this was a known bug with a workarround.

I am the admin for the workspace, but I have not been able to test in another workspace yet.
