I have granted admin rights to a user in one of our workspaces, because he wants to use this edit button:
However, he is still not seeing the edit button when opening the app from the workspace:
Do you have any ideas why he is not seeing the edit button despite have admin rights in the workspace?

In Power Bi Service. people who can edit the report prerequisites are :
Assign workspace roles to users so that they can edit reports. Editing view is only available to the person who created the report or to people who are assigned the member, admin, or contributor role in the workspace where the report is stored. If you share a report, the user's access will be limited to their assigned workspace role. Users who have only the viewer role will can't edit reports in the workspace. See Roles in workspaces for details on permissions.
For your description, can you check if the dataset associated with the report is from another workspace, and does the person have permissions to that workspace?

Good point Tutu, he was trying to edit the report directly in the app.
I gave him the Contributor role and now it is possible to edit the report in the workspace.

Also, the Admin role gives way more than the ability to edit a report.
You may want to consider giving the user the Contributor role.
Here is additional information:
Looks like he is trying in the App. Instead of that, go to the workspace. You cannot edit report in App.
