One of our users has reported that the Navigation Pane is missing from the home page of the Power BI service. This is what the user sees:
The user is an AAD guest user, and because they are exetrnal to our organisation they are connecting to the Power BI service with the URL for our organisations tenant.
The reports this user has access to are in a premium (P1) capacity workspace. The user doesn't have any problems with opening and viewing reports that have been shared with them.

If disabling "Allow external guest users to edit and manage content in the organization" will cause this, please enable it.
