We currently have Power BI Pro licenses for our users and an instance of Power BI Embedded . We are planning to go to Power BI Premium. Will we still need Power BI Embedded instance? if not, can the models from Embedded be migrated over to Power BI Premium?
Is there any documentation or information on what should be done when?

Please check the document.
Within the Power BI service, expand workspaces and select the ellipsis for the workspace you're using for embedding your content. Then select Edit workspaces.
Select the Premium tab, and do the following:
Enable Capacity.
Select the capacity you created.
Select Save.

If you have got the original PBIX files, I would upload those PBIX files into your Power BI Premium App Workspaces.
That would be a lot easier instead of having to try and migrate something?
Sorry, if my question wasn't clear. I was asking once we get Power BI Premium , do we need Power BI Embedded. If it is not needed, can the Embedded workspaces be changed to Premium?

Yes the Power BI Premium license includes embedding into appliacations.
