Missing "Included in App" and "Update App" buttons

My client is missing two buttons, "Update App" and "Included In App" under reports. I know this is just a setting in the admin section, but after a couple hours of fussing with toggles, I admit defeat.

What is the silly setting I need to change to allow the client to see these two buttons?

Your Client is in My Workspace. He needs to be in an App Workspace to have those options.

You are in LOCO1 Workspace that is why you have that option to Publish App
