Metrics not updating for external users

We have external users with access to a published app on our company's tenant.  The external user is able to connect to the app with no problem.  However, when trying to use metrics, the external user can go thru the process of creating a metric; e.g., connect to data elements within the app to set current value and final target.  However, after saving, the current value and final target don't refresh on the metric line.  When I click the icon to view the report the value is connected to, the link takes the external user to their own Power BI tenant and says "Sorry, we couldn't find that report."  It's as if the links and connections don't remember what tenant the app is part of.

Is this a bug, by design, a limitation of Power BI?  For our external users, it causes confusion because it allows them to connect to the app, select the current value and final target, populate those values in the metrics but not save them.  Please help.  thanks.

The current values and next milestone are connected to the App which is why it gives the option to update the connection:

After saving the metric, the values don't update.

The error says User is not authorized because it can't find the report in the company tenant.  When clicking on the Productivity Report link next to connected report, it opens the external user's Power BI tenant to try to find the report.

Hi, @bbuell

Metrics is a Pro feature. Users can access various aspects of the experience depending on their license.

There are a few reasons why your metric may not be getting updated:

  • It’s a manual metric: Manual metrics aren't updated automatically as they're not connected to a data source with regular refreshes. To create a history for a manual metric, do regular check-ins.
  • You don't have scheduled refresh for the dataset: Metric values are only updated as often as the dataset is refreshed. If you don’t have a scheduled refresh on your dataset, you won't see any updates in the metric value. Learn about scheduled refresh.
  • Metrics don’t get updated if they're created from a push dataset.

To connect your current value or target to data, you need build permissions for that report. Learn about build permissions.

Issues and limitations

  • Metrics don't yet support bring your own key (BYOK).
  • Metrics don't yet support row-level security (RLS).
  • For now, the maximum number of submetric levels is four.
  • Metrics don't support publish-to-web or app-owns-data scenarios for embedded.
  • Business-to-business sharing (sharing across tenants) isn't supported.
  • Scorecards aren't supported in a Multi-Geo capacity.
