asCan Measures be exported as underlying data? I noticed that they are absent upon Exporting as Underlying Data but yes they do appear when exported as a summary. However, we need it for underlying data.
It seems that there is some misconception in Summarized data/Underlying data for you.
Please read this thread to know differences of Summarized data/Underlying data.

It should be possible to export Measures as underlying data.
Please check the Export underlying data details.
If it can't slove your puzzles, please show an example what you happen to and what you need to export.

Yes, according to that documentation, it should however I am not getting that..
The image below is the actual visual (sorry had to blur out) but basically it is:
- a matrix
- no rows, only columns(week starting) and the matrices as values(where it is a mix of column and measure)
"the matrices as values(where it is a mix of column and measure)"
Could you show me how the column and measure mix?
As tested,
If you add a measure and a column in the "Value" field of the matrix,
After exporting underlying data, the measure and column can be exported.
If you create a measure by adding a column and a measure,
then add this new measure in the "Value" field of the matrix,
After exporting underlying data, only the new measure can be exported.
If you create a column by adding a column and a measure,
then add this new column in the "Value" field of the matrix,
After exporting underlying data, only the new column can be exported.
Please refer to my pbix to see more details.
If my assumption doesn't hit your scenario, please show me more details.
Best Regards
Maggie
