I am helping my colleague to login power Bi service. However, his login was denied quoting he is not a power bi pro user. According to our records he is a power Bi pro user.
As for me I am trying to create ticket support. I am not too sure why my account does not has permission to access.
Below uis the error i received.
It might be server governanvce that has been protected, but would still need advise.

1. Please try to login in the home page: https://powerbi.microsoft.com/. NOT from a shared link.
2. Free users can't access the App workspace. (As your second reply said the account is a free user.)
3. You need to login as an admin to see the status of the users.

Please check these items below.
1. All the users, both free and Pro, can log in the Power BI Service. What's the error message exactly?
2. Please try to login in the home page: https://powerbi.microsoft.com/.
3. Did you mean you can't create a support ticket? Please check if you have a Pro account rather than a Pro Trail.
Can you share some snapshots?

Please refer below. I am a pro user. My colleague is a free user too.
Previously he was able to sign in to view the app and dashboard created in Service.
However, this few weeks he was not able to login.
Below are my screenshots for my account which I am a pro user and trying to submit a ticket, but was denied.

1. Please provide the exact error message of failing to login. One tip: please check the status of the account in the admin portal.
2. Please follow the guide below to create a support ticket again.

1. Besides there are no login error mentioned. At the Power BI sign in screen the only message received was :
"You are not allowed to view the app. Please upgrade to Power Bi Pro user before accessing the app"
In the admin portal there are no status information.
