Is there any report or Power Shell command to list those users in my tenant with Power BI Free License assigned?

“Power BI (free) license” corresponds to "POWER_BI_STANDARD".
Get-MsolUser | Where-Object {($_.licenses).AccountSkuId -match "POWER_BI_STANDARD"}

Export the users from the Admin panel. Their licenses are listed there and it will say "Power BI (free)" in the licenses column.
DAX is for Analysis. Power Query is for Data Modeling
