Are there a link for viewing the Power BI report in the Power BI Service for clients who do not have any Power BI licenses?

If you're not using Power BI embedded (see Power BI embedded analytics overview - Power BI | Microsoft Learn ) all users require a licence to view a Report shared with them.
If published to a Pro workspace, viewing access requires a Pro licence or PPU licence.
If published to a PPU workspace, viewing access requires a PPU licence.
If published to a Premium Capacity workspace, viewing access reqires a Free, or Pro, or PPU licence.
The only alternative to give access without a licence is to use "Publish to web" (See Publish to web from Power BI - Power BI | Microsoft Learn) However this places to Report on a publically facing website and should not be used for proprietory or sensitive information.
