My firm has a MS Tenant but it's being run down (not my choice) and is not available to me.
I have a fledgling PowerBI setup with a handful of users (now on Pro license trials given the license change and these are starting to expire).
My question is 2 part
1 - How can I license my internal users without having access to my firms Tenant
2 - How can I then expand my user base to external clients?
I am expecting around 20-40 internal users and 10-20 external users total.

It would then be best to move all your users over to the company.online and get them working in that Power BI Tenant. WHich will then enable you to share it with external customers.
Another thing to note incase this helps.
I have purchased another domain just incase we can register our own tenant to achieve this,
Company owns companyname.com and I just purchased companyname.online
