Licensing Required for developing/publishing content to Premium Capacity

Microsoft Documentation states that you either need a Power BI Pro or Power BI Premium Per User licesning in order to develop and publish content to Premium Capacity.

 

If a user is developing, publishing or working in a premium capacity workspace is there any limitations if they only have a Power BI Pro license?

 

Question restated again in a different way for clarity:

 

"If all work is done and being targetted for a premium capacity workspace is there any different between having a power bi pro or a premium per user license for developing and deployment content in this case?"

Accoridng to the official document ,Premium Per User (PPU) includes all Power BI Pro license capabilities, and also adds features such as paginated reports, AI, and other capabilities that are only available to Premium subscribers. 

With a PPU license, you do not need a separate Power BI Pro license, as all Pro license capabilities are included in PPU.

Premium Per User (PPU) is a new way to license premium features on a per-user basis, and includes all Power BI Pro license capabilities.

 

if you are using Premium Capacity need powerBI pro to pulish reports on PowerBI Service .
